Tanoh Clarifies: Local Government, Not 24-Hour Economy Authority, Oversees 24-Hour Markets
Presidential Adviser on the 24-Hour Economy and Accelerated Export Development, Augustus Goosie Tanoh, has clarified that the 24-Hour Economy Authority does not have jurisdiction over the government's 24-hour market programme.
<h1><br></h1><p>According to Mr Tanoh, the markets are being implemented under the Ministry of Local Government and the respective Metropolitan, Municipal and District Assemblies (MMDAs), with funding coming through the District Assemblies Common Fund. He made the clarification during a media engagement in Accra, amid growing public association between the markets and the 24-Hour Economy Authority because of the use of the 24-hour economy branding.</p><p>Mr Tanoh said the programme covers 262 MMDAs and stressed that the Authority's use of the 24-hour economy identity on the projects should not be interpreted as giving it administrative or legal control over the markets. “Although they use the 24-hour logo, we have no jurisdictional control over the markets,” he said. He explained that the market initiative is separate from the direct mandate of the 24-Hour Economy Authority, although the infrastructure being developed could contribute to the broader objectives of the government's 24-hour economy agenda.</p><p>Mr Tanoh cited cold-storage facilities as an example of how the markets could support the wider programme. He said such facilities could help improve the storage and distribution of perishable agricultural products and reduce losses along the supply chain. He said improved cold-chain infrastructure would provide farmers and traders with better facilities to preserve vegetables and other perishables before they reach consumers.</p><p>Beyond storage, Mr Tanoh said the modern markets could strengthen Ghana's distribution and supply systems by creating more efficient points for the movement of goods across the country. The Presidential Adviser also disclosed that the 24-Hour Economy Authority had been sued several times in connection with the market programme.</p><p>According to him, the Authority has been named as a defendant in “four or five” cases despite not having jurisdiction over the establishment or management of the markets. He said the Authority's lawyers were preparing to file a motion in November seeking to have the institution removed from the defendants' list on the grounds that it has no jurisdiction or legal status in the matters. The clarification is intended to distinguish between projects that carry the 24-hour economy branding and programmes that are directly administered by the Authority. The government's broader 24-Hour Economy Programme is designed to extend productive economic activity beyond conventional working hours and stimulate investment, production, exports and employment.</p><p>However, Mr Tanoh's latest comments indicate that implementation of individual projects under the wider policy is distributed among different government institutions rather than being controlled exclusively by the 24-Hour Economy Authority. The 24-hour markets are therefore being implemented through the local government structure, while their infrastructure and operations are expected to complement the broader objectives of the government's 24-hour economy agenda.</p><p><br></p>
