Ghana is set to establish a bilateral recruitment arrangement with the United States Virgin Islands (USVI) that could create overseas employment opportunities for qualified Ghanaian teachers and nurses.

The proposed agreement follows discussions between a Ghanaian delegation representing the Ministry of Labour, Employment and Job Creation and the Office of the President, and senior officials of the US Virgin Islands government in St. Thomas on Saturday, October 17.

The discussions focused on establishing a structured recruitment framework to help the Caribbean territory address staffing shortages in its healthcare and education sectors while providing international employment opportunities for Ghanaian professionals.

US Virgin Islands Commissioner of Labour, Dr Gary Molloy, announced during the engagement that a formal Memorandum of Understanding (MoU) is expected to be signed in Ghana in November 2026 by the Minister of Labour, Employment and Job Creation.

The signing is expected to provide the formal basis for cooperation between the two sides and clarify how recruitment and deployment will be organised.

Ghanaian Delegation Holds Talks in St. Thomas

The Ghanaian delegation was led by Gilbert Attipoe, a presidential aide from the Office of the Chief of Staff. Other members included Kwabena Bediako Acheampong, a technical coordinator, and Samuel Kodom, an administrator and executive aide to the Minister of Labour, Employment and Job Creation.

The meeting formed part of efforts to strengthen cooperation between Ghana and the US Virgin Islands, particularly in public services where the territory has experienced difficulties filling certain positions.

The proposed arrangement is intended to connect qualified Ghanaian professionals with vacancies in schools and healthcare facilities across the territory.

Recruitment Details Yet to Be Announced

Although the two sides have agreed to work towards formalising the partnership, several important details remain outstanding.

The number of teachers and nurses expected to be recruited, the qualifications required, application procedures, salaries, contract conditions and deployment timeline have not yet been announced.

These details are expected to become clearer as the parties prepare the MoU and establish the recruitment framework.

Prospective applicants will therefore need to await official announcements from the relevant Ghanaian authorities before making decisions about applications, employment or travel.

Part of Ghana’s Labour Exchange Programme

The proposed agreement forms part of Ghana’s broader efforts to expand structured overseas employment opportunities through the Ghana Labour Exchange Programme.

The initiative seeks to connect trained Ghanaian professionals with international labour markets while creating employment opportunities and ensuring that overseas placements are organised through formal arrangements.

In January 2026, Ghana deployed an initial group of 121 nurses, midwives and other allied health professionals to Antigua and Barbuda under the programme. Ghana also entered into an agreement with the City of Columbus, Ohio, in September to establish a framework for employment opportunities for Ghanaian nurses.

The proposed US Virgin Islands partnership could extend the programme to include teachers alongside healthcare professionals.

Balancing Employment Opportunities and Domestic Needs

The initiative offers the prospect of employment for qualified professionals seeking opportunities abroad. However, its implementation will also draw attention to how Ghana balances overseas recruitment with staffing needs in its own schools and healthcare facilities.

The terms of the final agreement, including safeguards for workers’ welfare, recruitment procedures and employment conditions, will be important in determining the benefits of the arrangement for both sides.

For now, the partnership remains at the proposed-agreement stage, with the planned November signing expected to mark the next major step towards its implementation.
